What if I don't have an electronic payment account?
When a motorist proceeds through a toll location and doesn't have some form or electronic payment, an image of the license plate is captured and used to identify the owner of the vehicle.
The most common sources of non-payment for tolls:
- Having no electronic payment account set up
- Expired or inoperable E-ZPass transponder
- License plate not registered on E-ZPass account
- Low funds on the E-ZPass account
- Using a transponder that is not recognized by the E-ZPass system
- Phone app option not used
Missed tolls are recorded by the vehicle Enforcement System and will be handled by the "Pay by Plate" system (VDOT), an invoice will be issued to the registered owner of the vehicle by the Virginia Department of Transportation Customer Service Center. The Pay by Plate toll rate will be higher then the E-ZPass rate.
Missed paying a toll?
Drivers who are unable to pay a toll while driving on the Dulles Toll Road have up to six days to pay a violation proactively online. To pay a missed toll violation, visit the Virginia Department of Transportation Customer Service Center missed toll information page, select the Dulles Toll Road and follow the on-screen prompts for payment. Questions or need to pay a toll more than six days later? Call 1-888-860-9361.
If you made full payment for the toll and receive "Toll Not Paid" notice when proceeding through the toll booth, please contact the Customer Service Center at 1-888-860-9361 for assistance.
What is Pay-By-Plate?
When there is a missed toll, the system takes an image of the vehicle license plates. This information is then used to find the registered owner (DMV Look-up) of the vehicle. A "Pay-By-Plate" account is established in the registered owners name and address, approximately 14 days after the first recorded missed toll an invoice is sent to the registered owner for the missed tolls.
The Pay-By-Plate toll rate is $1.60 higher then the E-ZPass rate. The added fee is to cover the costs of sending and processing invoices.
Why is my EZPass account being charged with a pay-by-plate fee of $1.60?
When an EZPass account is not funded properly before the transaction is processed, the $1.60 pay-by-plate fee is added to the video toll (VTOLL). This is because the transaction had to go through the pay-by-plate process of an invoice being created.
Received a Pay by Plate Notice and it wasn't your car or you don't think you are responsible for the missed toll?
If you receive a Pay by Plate Notice and feel it was issued in error, review the instructions provided on the notice on how to dispute the notice. The first notice sent for missed tolls will only be for the missed tolls only, if you don't pay the invoice by the due date a $12.50 service fee will be added to the second notice sent as well as any new missed tolls.

It is the responsibility of the E-ZPass holder to ensure their transponder has sufficient funds and is operating properly. You will be required to pay the toll and we recommend you contact the Customer Service Center at 1 (877) 762-7824 for assistance.
Can I get a receipt for my E-ZPass transactions?

Does the Dulles Toll Road offer free passage for high-occupancy vehicles in HOV-restricted lanes?

Do motorcycles have to pay tolls?
Motorcycles are not exempt from toll fees. They are required to pay toll as a 2 axle vehicle.
